FLORESVILLE -- Six new police-packaged Chevrolet Tahoe sport-utility vehicles are among the $671,000 in new spending proposed in the general fund portion of Floresville’s 2014 fiscal year budget. The city council discussed the proposed budget, and the tax rate necessary to support it, at an Aug. 8 budget workshop prior to the regular council meeting.

The Tahoes -- valued at $45,000 each, for a total expenditure of $270,000 -- are among the reasons why Councilman Eric Rodriguez suggested a meeting with representatives of the Floresville Police Department in hopes of reaching a compromise. The department already is the recipient of an additional $79,540 in total salary increases subject to its collective-bargaining agreement.

Other proposed new general-fund spending includes:

•Increase in fund-balance reduction -- $22,016

•Merit allocations, 3- to 5-percent average, for all employees, except police officers -- $159,086

•Salary and benefits for three additional police officers -- $152,172

•Changing a warrant officer from part-time to full- time -- $23,186

•Six digital cameras for police vehicles, at $5,500 each -- $33,000

•Scag Turf Tiger 61-inch zero-turn mower for Parks Department -- $11,540.

Based upon these requests, and the city’s pre-existing obligations, City Manager Andy Joslin said it would take an ad valorem tax rate of 57.25 cents per $100 of assessed property value to support the budget in its current form. If approved, this would mean more than an 80-percent increase in the property-tax rate over the current 31.78-cent rate. However, according to city Comptroller Lara Feagins, the rollback rate calculated by the Wilson County Appraisal District is 32.23 cents. By law, citizens could call for an election if the adopted rate exceeds this figure.

Joslin, whose resignation as city manager was effective Aug. 9, suggested the council adopt a tax rate equal to the rollback rate. This would mean some cuts to the proposed budget.

Following the budget workshop, at the city council meeting, the council voted unanimously to approve an ordinance “establishing a collections penalty of 30 percent for debts and accounts receivable ordered paid by the municipal court of the city of Floresville more than 60 days past due.” Indigent defendants would be exempted from the requirement. The council also voted to hire Linebarger Goggan Blair & Sampson to facilitate this process. The two-year contract would not cost the city; attorney Jeff Garcia, who works for the firm, said the 30-percent collection fee is paid to Linebarger Goggan Blair & Sampson upon final review of the case by Municipal Judge Sheila Garza-Medina.

In other business, the council made these presentations for the city’s employees of the month:

•July -- Hector Ybarra, streets department.

•August -- Lara Feagins, city comptroller.
