FLORESVILLE -- Pending satisfactory results on a criminal background check, drug screening, and completion of an employment contract, Henrietta Turner will become the next Floresville city manager. The Floresville City Council, at a Sept. 5 special meeting, voted to proceed with her hire.

Councilman Jim Miller -- who, along with Mayor Diana Garza, formed the committee charged with recommending a successor to former City Manager Andy Joslin -- said after the meeting that Turner’s annual compensation would be capped at $83,000.

According to Turner’s LinkedIn.com profile, she obtained a Master of Business Administration this year from DeVry University’s Keller Graduate School of Management. Turner also holds a Bachelor of Arts degree in architecture from Prairie View A&M University.

Previous to being one of the finalists suggested by search firm SeeKing HR for Floresville’s chief executive position, Turner was the village manager for Sauk Village, Ill., and the city manager for Country Club Hills, Ill. Her tenure in both cities did not end without controversy, according to various sources.

Turner was placed on paid administrative leave in 2011 from her post in Country Club Hills after:

•Allegedly charging more than $30,000 in restaurant bills to her city-issued American Express credit card.

•Being named along with Country Club Hills Mayor Dwight Welch in a complaint alleging discrimination and slurs aimed at two homosexual employees.

The Southtown Star also reported that as of November 2011, Turner and five other laid-off employees and one who took a pay cut were suing Country Club Hills for alleged racial discrimination and retaliation by that city’s aldermen.

Her year-long tenure in Sauk Village ended after:

•The village’s board voted to terminate her position due to budget issues. She was reinstated after a contentious court battle.

•The board voted in November 2012 to again eliminate the position, after placing Turner on paid administrative leave; an appellate court upheld its initial decision. Administrative duties then were assigned to the village’s mayor.

Garza stressed that the decision to hire Turner is not yet final, and she would not comment on the finalist’s past work history.

“I don’t always believe everything that’s in the paper,” Garza said via telephone Sept. 6. “Reporters will write what they want.”

Miller, however, said he is aware of the issues and theorized that “politics at the local level” might have played a role in Turner’s previous issues. However, he said SeeKing HR would be investigating further.

Councilmen John W. Guerrero and Eric Rodriguez also voted in favor of Turner’s hire. Guerrero said he since has become aware of the news articles about her, but had not yet read them.

“Until I read [the articles] and get more information, I can’t say either way,” he said. “I know there is always two sides. We need to make sure we cover all of our bases.”

Rodriguez said he only was aware of Sauk Village’s elimination of the village manager’s position, but that none of the other allegations had emerged during the interview process.

Also during the meeting, the council held public hearings for the proposed fiscal year 2014 budget and tax rate. Garza said there have been no further changes to the budget and that the only remaining variable is the cost of employee health insurance. The council previously reached a consensus to change the plan from one that is fully funded after employees reach their annual deductible, to one that is 80-percent funded.

With regard to the tax rate, the council announced Aug. 28 that it likely would adopt a rate of 32.33 cents per $100 of taxable property value. (See “Floresville to see half-cent tax-rate increase,” Sept. 4.)

City Secretary Sherry Pollok confirmed that the council is set to adopt both the budget and the tax rate Thursday, Sept. 12.
