Comptroller urges council to clean up trash contract
FLORESVILLE -- If the Floresville City Council does not approve certain amendments to the city’s refuse contract with Republic Services, the city stands to lose $45,696.08 over the 2014 fiscal year. City Comptroller Lara Feagins delivered the news to the council at its Sept. 26 meeting.
Feagins gave a presentation related to amending the contract, joined by Terry Gawlik of Republic. Feagins said the amendment to the contract has nothing to do with changes to the consumer price index. Rather, she said, the contract price needs to increase by 5.54 percent, simply to cover costs.
For instance, Feagins said the city’s refuse rate ordinance last was changed in 2009. The agreement does not have allowances for administrative overhead related to the city collecting customers’ fees and transferring the funds to Republic. It also has commercial and residential customers being billed at the same rate.
Feagins declined to speculate how the changes to the contract could affect customers who receive city refuse pickup, but said that it would be up to the council to decide how to best solve the problem.
Also during the meeting, the council approved an extension of an electrical permit for Oscar Garcia, who is establishing a mobile home park at 2220 10th St. (U.S. 181). Cyndi Nichols of the city’s permits and code compliance office recommended the six-month extension for the property -- located next to the Highland Oaks Apartments. She said that the Floresville Electric Light & Power System (FELPS) has been unable to install the electrical infrastructure due to delays, and that FELPS indicated it would not be able to complete the work before January 2014.
The council also:
•Approved a proclamation for the Knights of Columbus March for Life, set for Saturday, Oct. 26.
•Approved modifying its meeting schedule for October, with meetings to be held Oct. 9 and Oct. 24. These meetings likely will be held in the Wilson County Courthouse Annex III, if available, due to City Hall being inaccessible because of the Floresville Peanut Festival carnival and early voting, respectively. Dates for November and December are set to be decided at the Oct. 9 meeting.

Guerrero, and Eric Rodriguez; Interim City Manager Reggie Winters, City Secretary Sherry Pollok, Administrative Assistant Monica Cordova, Cyndi Nichols of the Floresville Permits and Code Compliance Office, and Bailiff Albert Litterio of the Floresville Police Department.
