County to hold roads-grant hearing

Members of the public are being asked to weigh in on whether Wilson County will apply for grant funding to pay for repairs to roads damaged as a result of ongoing activity within the Eagle Ford shale oil and natural gas play. The Wilson County Commissioners Court, during one of two special meetings Dec. 16, voted unanimously to set a public hearing for Dec. 27 at 9:30 a.m.

The commissioners voted to move forward on their march toward applying for the grant, which is pursuant to Senate Bill 1747 that was enacted this year by the Texas Legislature. The law frees up $225 million to fix county roads within the Eagle Ford shale and the Permian Basin.

Prior to applying for the funds, Wilson County would establish an energy-transportation reinvestment zone that would include affected roads. The commissioners are proposing the creation of three such zones, one each for precincts 2, 3, and 4. Precinct 3, which includes La Vernia and the surrounding area, only has one affected road -- Kothmann Road.

The most-affected area of the county is Precinct 2, which has more than 25 roads where worsening conditions are traced directly to the increased petrochemical-related activity.

The commissioners also voted to enlist the services of the Austin-based law firm of Bickerstaff Heath Delgado Acosta LLP to assist in the preparation of the grant documents. The fees will be paid from the budgets of the affected precincts.

At a second special meeting, the commissioners voted to designate Wilson County Treasurer Jan Hartl as a signer for the Wilson County employee benefit trust account. The commissioners voted to form the trust Nov. 19 to help the county avoid the assessment of a premium tax on employee benefits.

I do believe that the Justice Center came before Quinney was in office. It was Judge Martha Schnabel who oversaw that facility.
