Former jail trusty remains a fugitive

An arrest warrant remains in force for 40-year-old Royce Houston Smith after he did not appear in court Dec. 19, according to Wilson County District Court records.

Smith is one of two suspects indicted July 12. He and 29-year-old Basilio Garcia are each charged with possession of a prohibited substance in a correctional facility. The two, who were part of the Wilson County Jail’s trusty program, allegedly obtained methamphetamine that they then used on jail property.

While Garcia remains in custody and is set to return to court for a pretrial hearing Jan. 21, Smith has yet to be arraigned on his charge. He had been released from custody on an unrelated charge prior to being indicted.

According to the synopsis of a Texas Ranger report received by the Wilson County News in response to an open records request, the 81st Judicial District Attorney’s Office on May 31 requested that Ranger Shane Staley assist the Wilson County Sheriff’s Office with an investigation into two trustys that allegedly possessed narcotics. The sheriff’s office conducted a “buy bust operation,” which also resulted in the arrest of 32-year-old Claudica Vasquez of Floresville. She was charged with manufacture and delivery of more than 1 gram, but less than 4 grams, of a controlled substance in Penalty Group 1.

Assistant District Attorney Audrey Louis of the 81st Judicial District urged anyone who knows Smith’s whereabouts to contact their local law-enforcement agency.

Larry Harley, Why does the sheriff trust incarcerated criminals? If they are in jail there is a reason they are no longer allowed freedom.
