The county’s three emergency services districts (ESD) in 2013 continued to settle into their task of effectively funding fire and emergency medical services (EMS) to their residents.

ESD No. 1, which funds firefighting services to the La Vernia area through its contract with the La Vernia Volunteer Fire Department, focused much of its efforts on putting people in places. The district and the department have been successful in recruiting and training firefighters and work continues toward the goal of building a second and third fire station on the eastern and western reaches of the district. Both stations would supplement the main fire station located on U.S. 87 in La Vernia.

In ESD No. 2, which funds fire and EMS service to the Eagle Creek area located north of Floresville through contracts with the Eagle Creek Volunteer Emergency Services, concentrated its efforts on improving equipment. The district in 2013 purchased a light-duty brush truck and entered into a lease for the Zoll Rescue/Net Fire RMS System. Other items including bunker gear and self-contained breathing apparatus also were bought and discussions related to the proposed purchase of a new ambulance were ongoing at year’s end.

The board of commissioners of the county’s newest district, ESD No. 3 -- which provides EMS services to a 350-square-mile area of eastern Wilson County -- continues to get settled. Voters in the city of Stockdale, and the unincorporated communities of Sutherland Springs, Pandora, Denhawken, and Kosciuko 2012 approved the district, for which the board began meeting in early 2013.

ESD No. 3 is supported through an ad valorem tax rate of 8 cents per $100 of taxable property value that funds a $228,661 budget. As of Jan. 1, it received ambulance services through a contract with the Stockdale EMS. An ongoing surge of ambulance calls has led to mechanical problems for both of Stockdale’s ambulances. Recent engine repairs to one of the vehicles cost $9,500.

ESD board members

•ESD No. 1: Roberta Ensor, George Jones, Terry Post, Bill Mercado, and Quinten Kiolbassa.
•ESD No. 2: President Bill Kenney, Dr. Royal Munro, Larry Phillips, Roger Brickley, and Tommy Mowles.
•ESD No. 3: Lynn Ray West, August Moczygemba, Teri Wolff, Kirby Urrabazo, and Todd Lawson.
