$8.5M certificates of obligation to fund projects, including courthouse

In less than two weeks, the Wilson County Commissioners Court is set to authorize the sale of $8.5 million in certificates of obligation, said Pct. 2 Commissioner Paul Pfeil at the commissioners’ Jan. 13 meeting.

Pfeil’s remark followed an update from County Judge Marvin Quinney about a recent meeting that various officials had attended, including architect Lyndsay Thorn of ThornGraves Architects and financial advisor Bob Henderson of RBC Capital Markets. Quinney said Thorn continues his efforts to secure up to $800,000 in state grant funds, while fine-tuning cost estimates for the project that will include stabilization and renovation of the historic Wilson County Courthouse. Renovations to the Wilson County Courthouse Annex III will include the establishment of a criminal justice complex and a new county library.

One matter that had to be resolved prior to selling the certificates of obligation was the lease of 110 acres of agricultural land located at the county’s former landfill on C.R. 310. This is because Quinney said the revenue factors into the county’s ability to repay the debt.

The county voted to enter into a five-year lease with the highest of four bidders, Dan and Stacy Wyatt, who will rent the property for $3,465 per year.

In other business, the commissioners voted to allow a portion of election precinct Box 103 to be annexed into Box 101. This is because Box 101’s former polling site -- Pepperoni’s Pizza at the corner of U.S. 181 and Eagle Ridge Drive -- has been sold. The new polling site will be the former ReMax Vista office at the corner of U.S. 181 and C.R. 150.

The commissioners also:

•Voted to approve a one-year agreement with the Camino Real MHMR for in-kind office space, which would house the Wilson County Mobile Crisis Outreach Team, in Courthouse Annex III.

•Reappointed Roberta Ensor and George Jones to the board of commissioners for Wilson County Emergency Services District No. 1.

•Reappointed Frank Pruski as the county’s representative to the Wilson County Appraisal District board of directors.

In attendance: Wilson County Judge Marvin Quinney and commissioners Albert Gamez Jr., Paul Pfeil, Ricky Morales, and Larry Wiley; County Clerk Eva Martinez, Assistant County Attorney Katherine Chapman, County Auditor Tom Dupnick, Lisa Eberhardt of the Wilson County Auditor’s Office, Wilson County Sheriff Joe D. Tackitt Jr., County Treasurer Jan Hartl, Emergency Management Coordinator LeAnn Hosek, Coordinator Edwin Baker of the Wilson County Health and Public Safety Office, John Holcombe of the county’s Information Technology department, and Roberta Ensor and George Jones of Wilson County Emergency Services District No. 1.
