Three quit 4A corporation board

FLORESVILLE -- The Floresville 4A Corp. currently is in limbo following the resignation of three members from its five-member board.

During a presentation at the Jan. 23 Floresville City Council meeting, City Manager Henrietta Turner said the three -- Melissa Popham, Leann Drozd, and Debra Conoly -- resigned due to “personal reasons.” Because this constitutes a quorum of the board, remaining members Paige Pullin and Bill Gleeson are unable to meet.

Conoly, in an email message to the Wilson County News, said her resignation came largely because the board exists “in name only.”

“With every suggestion given to the council, nothing ever got done,” she said. “No changes were approved. I don’t get that.”

The 4A corporation oversees the Lauro G. De Leon III Floresville Event Center. In addition to making a transition to operate with more autonomy, the city council has directed the board to make the center operate profitably while meeting expenses. The corporation’s largest financial consideration is the repayment of more than $5.5 million in debt, left from when the city incurred it in 2010 by refinancing the certificates of obligation that paid for the center’s construction. (See “Floresville to spend nearly $5.8M to refinance $4.97M,” Oct. 20, 2010.)

When the refinancing agreement was approved, the council agreed that the 20-year note would be repaid at a rate of $100,000 per year until 2014, when the debt could again be refinanced. In 2016, however, the payment skyrockets to $1,756,706, as revealed by auditor Patricia K. Wagner last year when she sounded the alarm over Floresville’s financial insolvency. (See “Auditor sounds the alarm for Floresville’s finances, Jan. 23, 2013.)

Conoly has continued to express concern over lack of planning ahead of that deadline.

Conoly went on to say, “My resignation had everything to do with having all the responsibility -- especially of the bond coming due -- and no power to do anything about it.”

Until a full board is seated, the board is unable to meet, which is why members actively are being sought.

Per the corporation’s bylaws, membership is open to all Wilson County residents. Anyone wishing to serve is urged to apply in Floresville City Hall or download a copy of the application from http://bit.ly/MlAPFW.

What took so long? Why didn't the rest of them have the integrity to quit? Is it possible to get the Floresville council to resign or at least enough to break the quorum? That would be real progress for the city!

Legacy payments are not normally paid for long by those whose names appear on the plaques. Their names are on the plaque but their children and grandchildren names are on the checks. Kemo Sabe.
