City officials race to beat moratorium deadline

City officials race to beat moratorium deadline
Floresville Planning and Zoning Commission member Ray Lamberth (l-r), City Manager Henrietta Turner, Cyndi Nichols of the Floresville Permits and Code Compliance Office, and commission President Philip Vipond discuss options related to the coming expiration of the city’s special-use-permit moratorium during the commission’s Feb. 5 meeting.

FLORESVILLE -- City officials here are racing to develop regulations related to recreational-vehicle parks. A moratorium on the special-use zoning permits regulating that specific land use is set to expire in April, according to a discussion during the Feb. 5 meeting of the Floresville Planning and Zoning Commission.

“What are we going to do?” asked commission President Philip Vipond. “We need to get the [zoning] ordinance approved and the [land-use] plan approved.”

Floresville City Manager Henrietta Turner said if the city allows the moratorium to lapse, “Everything will go back to the way it was.”

Prior to the city council adopting the moratorium in September 2012, those wishing to establish RV parks could do so after being granted special-use permits. The need for temporary dwellings for oil and natural gas workers seeking their fortune in the Eagle Ford shale led to the establishment of parks of various sizes throughout Floresville. The RV parks, Vipond alleges, have discouraged some companies from moving to the city, citing recent news that Taco Bell and other businesses have announced plans to move to La Vernia.

Turner said extending the moratorium is not a favorable option, acknowledging that a lawsuit filed by Paul Sisley against the city and the commission still has not been settled.

Also during the meeting, the board:

•Approved a final plat for the La Quinta Inn & Suites on U.S. 181.

•Tabled a discussion of development company SEC’s plat for the former Floresville Independent School District Administration Building property at the corner of Standish and 10th (U.S. 181) streets.

In attendance: Commission members Philip Vipond, Ray Lamberth, Jim Lawhon, and Teddi Harllee; City Manager Henrietta Turner, and Cyndi Nichols of the Floresville Permits and Code Compliance Office.

SMH...The only thing this city is good at is being stagnant. And judging from responses here I understand why. I'd wait for a response, but people here must be on dialup since everything else around here is behind the times.
