Wilson County Library Director Nicki Stohr and John Holcombe of the county’s Information Technology department have been tasked with developing a plan to address recent Internet bandwidth issues at the Sam Fore Jr. Wilson County Public Library in Floresville.

Stohr, during the Feb. 24 meeting of the Wilson County Commissioners Court, suggested that the commissioners might want to consider a new portal for wireless Internet users. The current open system does not require security access codes. This means that anyone with a compatible device -- such as smartphone, laptop computer, or tablet -- can use the library’s free Wifi from most locations surrounding the building.

But as the capabilities for these devices increase, so does their bandwidth demand. Holcombe said certain programs enable users to have multiple, simultaneous download sessions operating, which can drastically slow Internet connectivity for other users.

Wilson County Judge Marvin Quinney suggested that Stohr and Holcombe draft a plan and present it at a future commissioners court meeting.

The commissioners also heard a presentation from representatives of the Texas Department of Transportation (TxDOT) and the Alamo Area Council of Governments related to recently completed projects and those under consideration for 2015-18. Among the items mentioned in a subsequent discussion was Senate Joint Resolution 1, a product of the third special session of the Texas Legislature in 2013. If approved by the voters in the Nov. 5 general election, $1.2 billion per year in funding will be spread among TxDOT offices statewide to address the ongoing deterioration of roads within the agency’s purview.

Also relative to roads, the commissioners voted to apply for TxDOT grant funds to repair roads, bridges, and culverts damaged as a result of oil and natural gas exploration and extraction within the Eagle Ford shale region. Quinney said that the county potentially could receive $800,000. (See “County’s Eagle Ford roads could get state help,” Jan. 2).

In other business, the commissioners heard a yearly statistical report from Wilson County Pct. 2 Constable Chad Clark, who indicated that he plans to retire May 30 from his position with the Floresville Police Department. This, he said, will allow him even more time to devote to the constable’s position, in which he has worked during vacations and days off from the department.

Aside from serving as a bailiff for the county’s four justice courts, Clark has served civil process that netted $2,950 in 2013. He also has agreed to work with Pct. 2 Commissioner Paul Pfeil in combating illegal dumping in the area.
