FLORESVILLE (revised 7/2/14) -- City Manager Henrietta Turner has been chastised by the Floresville City Council for allegedly failing to personally deliver a reprimand to Chief Lorenzo Herrera of the Floresville Police Department. The action came after Mayor Diana Garza’s vote to break the council’s 2-2 tie during its June 26 meeting.

Turner had reprimanded Herrera, with a notation being made in his personnel file, following a grievance filed by a female employee of the department. The chief would not elaborate as to the nature of the grievance, only to say that a female employee reported being treated unfairly and that the situation since has been resolved.

The tie vote occurred because Councilman Johnny Ray Nieto had to excuse himself from the meeting for personal reasons. Nieto did, however, join his fellow councilmen in expressing what they saw as Turner’s strengths and weaknesses as part of her quarterly evaluation.

With the exception of councilmen Sherry Martinez Castillo and Mario Morones, the council members and Garza agreed that Turner’s strengths included her willingness to be involved with community organizations, project planning, and working to pull Floresville from its insolvency. Weaknesses included perceived lack of communication with the council and with city employees.

Castillo, in delivering her remarks, read for more than 17 minutes from a prepared document outlining perceived deficiencies. The councilman went so far as alleging that Turner is a poor decision maker who frequently changes her mind and uses bad grammar in written correspondence.

Morones accused Turner of showing favoritism toward certain city employees, but did not cite specific examples. He also criticized Turner for the way she handled an employee grievance filed against Herrera, moving that she be reprimanded. Castillo seconded the motion and the two councilmen voted in favor. Councilmen John W. Guerrero and Eric Rodriguez voted in opposition, with Garza voting in favor of the reprimand when she broke the tie.

With regard to the grievance, the council -- after one of three closed sessions during the meeting -- voted to lift the reprimand Turner issued to Herrera.

Another of the closed sessions ended with the council voting unanimously to grant Municipal Judge Sheila Garza-Medina a 4-1/2-percent salary increase. Turner after the meeting did not have the dollar figures associated with the change, but said it amounted to roughly $1 more per hour. Garza-Medina is Wilson County’s only municipal judge who is employed in that capacity on a full-time basis. Wilson County Pct. 4 Justice of the Peace Richard “Dickie” Jackson spends one day per month each as municipal judge in both La Vernia and Stockdale. In Poth, Judge Hilda Tejada works two half-days each week.

Sam, Henrietta would not stand a chance. She is not related to enough people in Floresville (the next Crystal City). I think her treatment is a racist act and is retaliation for criticism of one of the group.
