In my many years of administering major personnel management programs (particularly, as Civilian Personnel Officer for Randolph Air Force Base), I found employee performance evaluation to be a problemsome area. Most supervisors found the evaluating and rating of subordinate employees distasteful and rather daunting. As a result, most ratings were skewed and overinflated. Thus, it rendered a very significant and necessary tool almost useless -- to both prospective selecting supervisors and employees who needed remedial action.

For that reason, I found Councilwoman Castillo’s referenced 26 June evaluation refreshing. It was well prepared, thorough, meaningful (not filled with platitudes), and clearly presented. Additionally, under the circumstances (open meeting -- which was at the request of Ms. Turner), it was remarkable in its necessary directedness.

I found Mr. Gibb’s presentation disparaging. What was wrong with the “more than 17 minutes” taken? Would a glib, cursory review have been more useful? Who determined the outlined deficiencies were “perceived?” Does he know that they were, in fact, not real? What does he mean by “went so far” in addressing attributes (in this case lack thereof) which are so vital in such a public, professional position? Here, again, why the word “alleging?” Does he know these deficiencies are not real?

Mr. Gibbs needs to report the news and not “color” them in such a way so as to further his personal opinion(s). That’s a disservice to your paper.
