Financial picture improves as Floresville works insolvency plan

It has been more than a year and a half since Patricia K. Wagner delivered the news of Floresville’s financial insolvency. But at the city’s first budget workshop, July 29, the city council learned that continued austerity measures have taken a bite out of Floresville’s deficit.

City Manager Henrietta Turner said following the workshop that the general-fund deficit has shrunk from $244,660 on Oct. 1, 2012, to its current $70,278 level. If the current pace remains, she said Floresville’s deficit could be gone by next year.

“I cannot take credit for all of it,” said Turner, who took the helm in October 2013. “[The council] did a lot of the ground work in setting up the insolvency plan before I got here.”

The next step of the city’s turnaround will be building a 90-day fund-balance reserve, she said. This means Floresville will have enough cash on hand to operate for three months in case of an emergency. Turner said adherence to the zero-based-budgeting stipulation in the plan, by only spending the revenue that comes in, is crucial to reaching that benchmark.
