China Grove hires Conaway as secretary, administrator
China Grove’s interim Police Chief John Jenkins
Susan Conaway will return to China Grove City Hall, after the city council voted 3-2 in favor of hiring her as both the city administrator and city secretary. Conaway, the former city administrator, will be paid an annual salary of $50,000.
The council’s decision followed a vote to pass an ordinance to authorize appointment of a city administrator. Mayor Eugene Ripps said the position was not needed and that the city secretary could do what the council wanted to be done. When it came to a vote, aldermen Margie Holisky, Glenn McCarty, and Alice Pollok voted in favor, while aldermen Cathy Ripps and Mike Trainor opposed the ordinance.
The council also was split when it came to appointing interim Police Chief John Jenkins to a permanent position. Pollok and McCarty, who had not been in office when Jenkins originally submitted his application, were opposed to the move. McCarty said he wanted to see more applicants. Holisky moved to table Jenkins’ appointment, and her motion prevailed 3-2.
Jenkins said he would still be interim police chief “tomorrow.” “I want this department to be the best,” he said.
Council’s confirmation of Jenkins’ appointments of Victor Anguiano and Albert Rocha as reserve police officers -- who serve 16 hours a month as volunteers -- passed in separate 2-1 votes.
Also tabled was a vote to hire Oscar Lopez as the city’s plumbing code inspector. Trainor suggested a single inspector for multiple areas, in addition to plumbing. However, the council decided it needed more information.
In other action, the council:
•Approved a request by Tony Stansy of Pickup City, allowing him to open a used pickup truck dealership at 6835 U.S. 87 East.
•Appointed Armstrong, Vaughn and Associates, P.C. to perform the city’s fiscal 2013-2014 audit
•Scheduled a workshop on the city’s annual budget for 6:30 p.m. Aug. 20 at City Hall
•Changed the council’s agenda procedure policy to allow a single council member to place items on the agenda
•Added the mayor pro tem as an authorized signatory to city bank accounts, in addition to the mayor and the city secretary. Checks will require two of the three to sign.
•Voted to hold a workshop Tuesday, Aug. 19, at 6:30 p.m. to discuss the proposed creation of Emergency Services District No. 9. (See “China Grove, Harmony, Lone Oak consider ESD,” July 16.)
