FISD OKs $1B tax roll

FLORESVILLE -- According to officials in the Floresville Independent School District (ISD), property within the district is worth a total of $1,006,128,490. The board of trustees approved the tax roll at its Aug. 19 meeting.
During his presentation to the board, Bill Atkins -- who recently replaced Mike McSwain as the assistant superintendent for business and finance -- said the total includes property in both Bexar and Wilson counties. It also includes more than $49 million in new property value -- of which approximately $29 million includes single-family homes.
Other action taken by the board included:
•Renewal of a one-year shared-services agreement with Karnes City ISD, in which Floresville will continue providing student transportation to the district
•Renewal of an agreement with Floresville’s Head Start program, which will include sharing two teachers with the half-day program that serves 37 students
•Approval of the district’s investment policy, with changes to allow Atkins and Sherry Smith to serve as Floresville ISD’s investment officers.
Budget and tax rate
The board is set to meet Thursday, Aug. 28, at 6:30 p.m. for a public hearing related to its proposed budget and tax rate for the 2014-15 school year. Trustees have proposed a total budget of $37,795,805. Of that total, $5,451,601 is being allocated for debt service.

The district proposes supporting the budget with a total ad valorem tax rate of $1.49 -- $1.04 for maintenance and operations, and 45 cents for debt service -- per $100 of taxable property value. This is the same rate as the one adopted for the previous year.
Taxpayers will notice an average increase of $14.07 in taxes paid to the district, based on the average taxable value of residences in Floresville ISD being certified at $126,668. The average tax bill will total $1,887.
In addition to a new spending plan, the district is welcoming a host of new staff for the upcoming school year. Superintendent’s Secretary Kim Cathey said in addition to Atkins -- who formerly worked for the Southwest ISD -- other new administrators hired over the summer include Transportation Supervisor Mary Aaron, formerly of Devine ISD, and Elementary Curriculum Director Monica Villarreal, formerly of Edgewood ISD.
