Parks, streets departments lament broken maintenance equipment

FLORESVILLE -- The Floresville Parks Department -- which provides maintenance to all city-owned land here -- has only one working lawn mower. This is according to Parks Supervisor Danny Aranda, who addressed the Floresville City Council during an Aug. 19 budget workshop.

A city worker in charge of maintaining vehicles and power equipment -- Eli Torres -- said there currently are four mowers that do not operate. The only working mower is usable in 20-minute increments before it shuts off. Aranda said the city is in need of two mowers with a 61-inch cutting width and a third, 48-inch mower, to use in cutting grass in two city-owned cemeteries.

“I would like to know how it got so far,” said Councilman Eric Rodriguez. “I know all four didn’t die. It shouldn’t have gotten this far.”

City Manager Henrietta Turner pledged to seek up to $20,000 in assistance from the Floresville Parks Foundation toward this expenditure.

The ordinance that created the foundation in 2011 states that the city can, with consultation and advice from the organization, spend funds derived from a $1-per-month parks fee collected from Floresville utility customers. Councilman Sherry Martinez Castillo asked City Attorney Louis T. Rosenberg to draft an amendment to the ordinance, which would allow the council to skip that step.

Torres also said the city’s streets department is in need of a backhoe. The current unit has continued to cost money for maintenance and its rear bucket sometimes swings on its own. This, he said, presents a safety issue for workers.

Mayor Diana Garza suggested obtaining at least two to three price quotes for equipment that needs to be replaced.

“When it comes to the safety of the employees, we don’t want anyone to get killed,” she said.

a maintaineance log should be kept for regular maintaineance and for instances of breakdowns recorded, along with employee who was using the equipment at time of breakdown.. too many breakdowns equal grounds for termination. ... More ›

Perhaps, in addition to replacing the damaged equipment, we need to consider replacing some employees who are not maintaining the equipment properly?

If damage is caused by improper handling of the equipment by an employee, the cost of that repair should come out of the employees paycheck. That makes equipment last a lot longer. It should be fairly simple to determine the ... More ›
