Almost the entire state of Missouri would be regulated by the Environmental Protection Agency (EPA) and the U.S. Army of Corps of Engineers under the Clean Water Act, with a new definition of “Waters of the United States.” This would redefine stock tanks, seasonal ponds, bar ditches, and storm drains that feed into a creek, river, or lake as “Waters of the United States” regulated by the EPA. The rule went into effect Aug. 28 for 37 states. A ruling from a Federal Appeals Court resulted in a stay for 18 states -- including Texas -- and the remainder of the nation, as well. . . .
