FLORESVILLE -- After much controversy during its Nov. 29 meeting, the Floresville City Council voted 3-2 to cancel the city’s Holiday Extravaganza.

The event, which was to feature such performers as Paul Rodriguez, Little Joe, Ramon Ayala, and Roberto Pulido, was scheduled for Dec. 15, but now will not transpire. It would have been the third annual such event.

The idea of canceling the extravaganza was discussed during one of several workshops hosted in the days prior to the meeting. The newly elected council opened up to the community during the workshops, in search of ideas and support for new and pending action.

City Manager Andy Joslin pleaded with the council to give him direction during the meeting, as canceling the program had been discussed several times earlier in the week.

“I need to have direction,” Joslin said. “If we are going to still have this, then I need to know. If not, then I need to know that too.”

Canceling the extravaganza, although not originally on the agenda, was brought up by Councilman Jim Miller as a specific to his agenda item calling for the freezing of city expenditures unless they are essential to city functions.

“The extravaganza cost the city more than $16,000 last year because it did not recoup what was put into it,” Miller said. “This year, the city could have possibly been upside down more than $50,000, due to slow ticket and table sales.”

Constituent Liaison Margaret Aranda said the city had sold 45 of the 75 tables needed for Floresville to break even on its cost. Aranda also stated during the meeting that, according to the contracts signed by both the city and the performers, all artists were guaranteed their fees.

“The contracts state that Little Joe and Paul Rodriguez are guaranteed a $15,000 nonrefundable deposit, Ruben Ramos is guaranteed $8,000, and Roberto Pulido is guaranteed $5,000,” Aranda said.

“That is not the case,” Miller said after the meeting. “The contract said that Little Joe and Paul Rodriguez were guaranteed $15,000 as a deposit and $15,000 when they performed. The only other performer guaranteed money was Roberto Pulido, who is guaranteed his fee of $5,000. After that, the artists were payable on performance.”

City Attorney Lou Rosenberg said during the meeting that if the city did not fulfill its contractual obligation, it would have to settle some claims brought by the artists.

“With this event, the city was slated to lose a lot of money,” Miller said. “It’s better to cut our losses now that we know roughly how much we are going to lose, than to put on the event and lose possibly much more.”

Joslin said after the meeting that if the artists were indeed going to be paid, the money would most likely have to come from the city’s general fund.

In the same action item, all city spending that does not meet the discretion of the city manager as being essential to running the city has been frozen indefinitely.

Other action items also brought both jeers and cheers from the audience, including the appointment of new members to three boards which report to the city council -- the 4A corporation; the 4B corporation, or Floresville Economic Development Corp. (FEDC); and the Planning and Zoning Committee.

“These are individuals the council feels have an idea of the direction needed for the future of Floresville,” Councilman John Guerrero said. “It is our hope that together we can work to build a stronger community.”

During the meeting, the city council also:

•Named Griselda Cantu as the city’s employee of the month.

•Approved the final plats for the McCoy’s development, River Bend subdivision Unit 3, and Hughes Family Farms Unit 1.

•Directed the city manager to develop a 10-year master plan, complete with projected costs, priorities, and timetable, as well as potential funding sources.

•Directed the city manager to develop a detailed street maintenance plan.

•Set the sole December meeting of the Floresville City Council to Dec. 13.

•Tabled an action item ordering a special election for the position of Council Member Place 5.

Even in their hey day, Little Joe's fee was only around $18, 000. Why almost 100% higher now that the Tejano music industry has seen an overall decline in popularity and profitability? Makesno sense.
