You are 100% correct, the representatives should do what their constituents want, or represent them in the best way they are able to.

We have no evidence that the people who actually voted for cuellar do not want this package.

I personally do not agree with the cap and trade proposal, I do not believe it will be effective in curbing carbon output. That said, I do believe there are man made envorinmental issues we can address= specifically I strongly favor stricter cafe standards. I mean really, that is the core of the problem.
