What propaganda and rhetoric!! Yes, lets pass a policy to prevent this in the future!!
What about Senate Bill 1188 passed by the Texas State Legislature in 1977 establishing the Wilson County Memorial Hospital District? This statute requires all expenditures of the hospital to be in the Budget that the elected Board of Directors approves?
What about the Texas Open Meetings Act that requires all actions of the elected Board of Directors to identified in a publicly posted agenda, occur in an open to the public meeting and be recorded in the meeting minutes?
What about the By Laws of the Hospital that have a job description for the Hospital Administrator/CEO that reflect the requirements of the Statute?
What is wrong with a Board member moving to turn over the actions of the CEO and CFO that were clearly in violation of the Law to the District Attorney? No, rather you would propose another policy or procedure!
The three Board Members who voted against this motion (Ella Mae Calloway, Monica Flores and Carl Ashley), without so much as one word of discussion have clearly and publicly demonstrated that they have no concern for State Laws or existing Policy and Procedures. Their action shows an outright disdain for the concerns and needs of the citizens, taxpayers and voters of Wilson County and are nothing less that a violation of the public trust.
Regarding the possible sale of the hospital: There is no conspiracy to sell the hospital. The current numbers speak for the themselves regarding the efficacy of Connally Memorial Medical Center. There are several million dollars of depreciation that have not been allowed for. At present Connally Memorial Medical Center is nothing more than Huge Future Tax liability to the taxpayers of Wilson County. However, until there is responsible and accountable administration and management of the hospital, that can conduct business in a fiscal and ethical manner, the current numbers do not reflect the real potential of CMMC.
This petition addresses the immediate need! - - Responsible and Accountable Management - - It requests the removal of the three Board members who have clearly violated the public trust and requests a formal investigation into the misuse and misapplication of public funds by the 81st District Court.
