1) schools are financed with bonds, so putting off a project 3-4 years until the economy improves is stupid-assuming you actually need the school to begin with.

2) if the state didnt need 100k teachers, why did Rick Perry pay them all these years? Hes "supposed" to be a fiscal conservative.
