Perry, it does seem that proper planning would alleviate these brown outs. Energy conservation is good. Selling Texas generated energy to others when we need it here, not so good. Certainly there are a sufficient number of competent lawyers to draw a sales contract that would supply Texans first. Then again - - - money talks and incompetence rules.
