Mr. Mayor:
Your so called "Open Forum" appeared to be nothing more than an opportunity for your puppets to rally at your personal Bully Pulpit. It was apparent that the decision to go forward with the Dany Tejada Sports Center had been made and you were not interested in any opinion other than your own.
First and foremost, your behavior was outright unprofessional and rude toward Mrs. Donna Rudolph-Miller. No other speaker was called out as to their name or relationship to other speakers! No other speaker was referred to as anything other than their stated name. Not only do you owe Mrs. Rudolph-Miller a formal public apology, you owe apologies to all those in the room who witnessed your reprehensible behavior as an elected public official.
Since, this is the only "open forum", for citizens to express their opinion without being told to "Sit Down" or that they are "Off Topic", allow me to correct some of your misstatements and out right non-truths.
1. Yes, in fact money was taken from the Visitor-Tourist Center to support the Floresville Event Center. You and your council voted to take the portion of the Hotel-Motel Tax that was provided the Floresville Chamber of Commerce (approximately $70,000) and re-direct it towards the Event Center. This money was provided to the Chamber of Commerce who were contracted by the City of Floresville to run the Visitor-Tourist Center. The Chamber was then forced to lay-off thier sole employee who had staffed the Visitor-Tourist Center. To the best of my knowledge, this Visitor-Tourist Center is not being staffed by the Floresville Event Center.
2. Your statement that NO ADVALOREM TAX (Property Tax) was or is used to support the Floresville Event Center can not be substantiated! The advalorem tax along with City Sales Tax, Street Maintenance Tax, Hotel, Hotel/Motel Tax and other taxes and fees are reported as dumped into the General Fund. It is this General Fund that pays the salaries of the City Manager and Finance Director who are responsible for the day to day financial operation of the Event Center. It is this General Fund that buys the supplies and pays the salaries of the City Employees who perform maintenance and repairs to the Event Center. It is this General Fund that buys the materials and pays the salaries of City Employees than maintain the parking lot, grounds, etc. Given the amount of information that is publicly available, your statement that no advalorem tax is being used to support the event center is FASLE.
3. Your statement that "Sales Tax revenue is Increasing" also cannot be substantiated. Based on the information reported by the city and available on it's web site:
Actual Sales Tax Received:
2007 - 2008 $ 968,310
2008 - 2009 $1,014,168
2009 - 2010 $1,245,173
Projected Sales Tax for 2010 -2011 $ 977,000
Actual Sales Tax Received as of July 31st, 2011 $ 736,900
So, even if the projected amount is received, going from $1.2 million is sales tax revenue in FY 2009/11 to $ 977K in FY 2010/11 is not an increase! It is in fact a significant decrease. According to my math, it is down $268,173. This decrease in sales tax revenue, or as you call it, increasing sales tax revenue is NOT justification for projecting to receive more sales tax revenue in 2011 - 2012 than has been received in any one of the previous 4 years ($1,250,000)!!
These are only a few of your convenient incomplete truths that you force fed to those who attended your so-called "open forum" last night. We business owners, citizens and taxpayers of Floresville are sick and tired of your bullying, better-than-all attitude and outright lies!
