NewGuy - here is the unfortunate truth. There is no one to report to. It is a good ol' boy system that reaches way up the chain of command.
All the officials of this county and city are fully aware of this - that is why all this injustice and misuse of power continues.
When a city or county goes bankrupt - the retirement plans are hit (so, city and county employees if you think these officials are looking out for you - think again) .. Most officials in our area already have pensions and retirement from other jobs they have retired (from). Some carry additional insurance from their prior jobs.
This retirement - health insurance and so on - is just gravey for them. They care not.
