What you say is true that there are swings in budgets.

However, in the case of the City of Floresville Budget posted on their web page, the following are far from the norm.

(As of July 31st, 2011)
Water and Sewer - Revenue Down 13% -
Operating Expenses Up 4% -
Equipment Repair Up 11%

Administration -
Revenue Down 22% -
Administration Operating Expense Up 29%
Streets Department Equipment Repairs Up 21%
Mayor & City Council Expenditures Up 38%

You can not spend more than you are receiving and expect to stay above water. This is poor fiscal management due to inexperience and lack of qualifications.

In regards to the 1/4% Voter Approved Street Maintenance Tax.

In FY 2009/2010 The City of Floresville Received a total $ 1,245,173 in Sales Tax. As all the sales tax received by the city is dumped into the General Fund I am not sure if this is the total 2.25% that is paid to the city or not. If, in fact it is, then 1/9th of that is($138,441), by law, is for Street Maintenance. In 2009/2010 the City spent $67,285 48% in maintenance and improvements with the Street Maintenance Tax. The Balance did not carry forward as a credit or in deferred maintenance funding. This is not the woes of budgeting but rather appears to the misappropriation of our tax dollars.

For this FY (2010/2011) The City of Floresville has projected $196,500 to be spent or Street Maintenance as result of this tax. As of July 31st, 2011 only $92,894 has been spent. Leaving a little over $104,000.

Obviously this has struck an nerve with our City Manager. Note the City Council Agenda for 8.25.2011:
