 		 To Glenn: No...I do not work for Floresville, but I am familiar with the workings of municipal propety taxes.

To Jim: Yes, you are correct that both the Texas Tax code under section 26.04 and the Local Government Code have very defined requirements when it comes to notices. And I will agree that the language municipalities are required to use as stipulated by the State of Texas can be confusing and will lead to a misunderstanding of the tax rates just as you have misunderstood the rates in Floresville. Request a copy of the city's effective tax rate worksheet, or go to Susan Comb's website and look through her Truth In Taxation PDF to see how the effective rate and the rollback rate is calculated. You will see that the effective rate doesn't consider the I&S (which covers the city's debts). This is particularly true of new debt. The I&S comes into play in the rollback rate calculation. The simple answer is the proposed rate for the coming fiscal year of $.3227 is the same rate citizens paid last year. Your article states that the taxes are doubling from last year and that just isn't the case. Check to see what Floresville's rollback rate is, that will actually give you a clearer picture of the whole story.
