I have checked with Susan Combs Office and have read the Tax Code as well as the Truth in Taxation Guide.
You are correct that in that I & S are not included in the Effective Tax Rate. As a matter of fact none of the tax rate items are included in the Effective Tax Rate calculation. Simply put, the Effective Tax Rate a benchmark to compare to. This benchmark is the tax rate that would produce the same amount of tax revenue to the city as was received in the previous year.
The notice published by the City states that the effective tax rate is $0.1600. The benchmark tax rate that would generate the same amount of property tax as the City received in the previous year. If the proposed tax rate is $0.3227 that is over double the benchmark.
My point here is that the notice published in the newspaper is incorrect! The real Effective Tax Rate calculated by the Chief Appraiser at the Wilson County Appraisal District states that the Effective Tax Rate for the City of Floresville is $0.318300 and the Rollback Tax Rate is $ 0.452500.
Additionally, the requirements of the Tax Code and Truth in Taxation dictate comparison of the Proposed Tax Rate to the lower of the Effective Tax Rate and the Rollback Rate. When this is done there is an increase. This equates to the City of Floresville receiving more tax revenue based upon this proposed tax rate and hence the requirements of a vote, notice, public hearings and ultimate vote to adopt the tax rate.
Bottom line there are raising our taxes not our tax rate!
This is not an attempt to nit pick but rather an effort to get clear and honest communication from our City Officials.
