You wrong old dirt - Project managers work on projects all the time but reports and plans are ALWAYS sealed by a licensed Engineer (State Law) - the only reason this one may not be seled is that it is preliminary. I am a PE licensed for over 25 years and have sealed drawings and reports that I have written and also numerous reports that I have ponly reviewed written by others non licensed indiviuals (graduate Engineers or EIT's) Also 5 years for a degree and you are only 1/2 way there - It takes a MINIMUM of 4 years internship under other Licensed Engineers once you get a degree and most people spend more than 4 years intership because the 4 years is Engieering work and most do not start "qualified wor" right out of school. To put it mildly you do not know what you are talking about
