Well, you are correct. The Cain plan is little more than a catchy slogan to gain name recognition. It would never pass the Congress, so it doesn't matter much in the big picture. What matters is beating Obama and taking over the Senate in 2012. Cain can do that and he is true conservative.

The best tax plan would be to abolish the income tax by Constitutional Amemdment and institute a national sales tax, no deductions except for food and subsistance utilities. The debt must be retired ASAP, if that meant cutting spending 50%, and a balanced budget amendment passed and signed. Unfortunately, the average idiot voter can't figure that out and it wouldn't get you elected to run on it.

The total tax burden, as you point out, must be addressed also. Local and state government taxation and spending cannot be sustained.

The property tax system is corrupt, blatantly unfair due to unequal and often arbitrary assessments and exemptions, and smacks of wealth redistribution. The cost of the County's services is not equally shared by all who use them, but based on one's presumed ability to pay. Is that not directly lifted from the pages of the Marxist Communist Manifesto? "From each according to his means...."
