This issue, has been, and is about the historical numbers that were used as the basis for the 2011 - 2012 Budget for the City of Floresville. Since August of this year myself and others have been telling the Mayor, City Council and City Manager that they were wrong. And until December 23 the Mayor and City Manager have been backing the numbers, telling us to sit down and that we did not understand.
On December 23rd the Mayor released a “news release” that stated “the proposed Budget Worksheet was generated by the city’s accounting software. Regrettably, there were entires that were reported incorrectly.” The “news release” continues with the statement “Mayor Tejada went on to explain that the 2011-2012 proposed budget was prepared manually prior to the computer generated worksheet and was based upon staff analysis, trend analysis and economic projections.”
If there were errors, what data did the city staff use to prepare their projections for 2011 - 2012? All the budget worksheets available on the City’s website and circulated at workshops and City Council Meetings contain these “entries that were incorrectly reported.”
On December 20, 2011 the City’s new auditor sent to the City Manager a Revised Budget Worksheet. The Mayor in his December 23rd “news release” states “All information displayed on the revised budget is accurate.” Hmmmmmm......
I have reviewed the historical data for FY 2007/2008, FY 2008/2009 and FY 2009/2010 in this Revised Budget Worksheet and compared it to the Budget Worksheet that was voted on and approved as the City of Floresville Budget for 2011 - 2012. What type of adjustments had to be made?
The adjustments, both positive an negative total $ 5,149,552.00
Over the three Fiscal Years (October 1, 2007 through September 30, 2010):
Revenue was under-reported by $ 389,158.00, and Expenditures were under-reported by $ 789,210.00
This inaccurately reported historical data was presented to the Citizens and City Council over and over again by the City of Floresville Budget Officer who stated over, over and over again that his numbers were accurate.
In the past five months this administration has continued to tell us that we were wrong and to sit down and shut up. Suddenly when the voters in this community begin circulation a petition for the recall of the Mayor and Council do you admit that there were some errors, hire a public relations firm, retain lawyers to fight a possible recall petition and schedule a inappropriate one-hour question and answer forum.
No, Mr. Mayor a question and answer forum is not the solution.
Honesty and integrity are qualities of elected officials that are now being demanded by the citizens, residents, business owners and voters of this community. Mr. Mayor and City Council it is now time to apologize, fire the City Manager and resign.
