You as some very valid questions. If these manual numbers were used they are mysterious as they were never made available to the public (A violation of the open meeting's act) and I seriously doubt that they were made available to the Council Members who voted on the budget. Rather, the spin is the projections were based upon "staff analysis, trend analysis and economic development" and DID NOT USE THE INACCURATE HISTORY!!

Software glitch, that is debatable.

The Mayors press release states that the problem has been corrected. The City Attorney's letter the County Attorney states that he does not know how long it will take to fix the software issue, and the Auditor states that the software appears to be working and she does not know the source of the inaccurate numbers.

The auditors report is dated December 20 and is addressed to the City Manager.

As to when they were made aware of the inaccurate numbers; we've been asking questions about them since August!!
