Roadways are opened following accidents only when the law-enforcement officers determine they have all the evidence needed, a scene has been cleared sufficiently, and it is safe to do so. They do not want to contaminate a scene or foul the outcome of an accident investigation by opening up to traffic too early. Yes, it is inconvenient for those of us who need to use the roads concerned; however, it is necessary in order for the officers to do their jobs correctly to ensure the rest of us remain safe on the roads.
