Connect the Dots Floresville May 15, 2012 9:37pm	Apparently y\'all can\'t fathom procurement policies and manipulation of such. All the have to do is get 3 bids showing that repair of existing fields (bids that can be mega/inflated) will cost more than a proposal from a favorite donor to build a new complex.... And voila! New complex!
