Jim thanks for the info,,One question though,, are the minutes allowed to be corrected from the citizens, or is just from the council members... I ask because if the citizens are taking notes or the WCN is recording, it should be easy to make these corrections to accurately reflect what is said by whom..Also is the role of the city attorney defined anywhere ? i.e. is he allowed to run the meeting or is he only there in an advisory capacity when called upon or a law concerning open meetings is about to be violated. I recall several meetings back where he couldn't recall some charter info when he was asked about it.. The rules are there for everyone, and when folks like these are called on the carpet they do not like it. Make them follow the rules and regs spelt out in the charter, this helps future litigation when they are not followed and it is documented as such.
