Isnt there some rule about councilmen having to attend meetings, and if they miss X number of meetings in a row then they will be removed from the council? If so, can Mr. Morones and Mr. Guerrero call another special meeting to discuss these issues... and then keep calling meetings until the others either show up or miss enough meetings that they can be thrown off city council..? Just a thought.
