Oh my goodness! Where to begin? There are so many areas that have been mismanaged for months.
My professional career consisted of working for one of the top 5 Banks in the Country in a management position. I was also employed by Broadway Bank for a period of time. I can assure you that the BASIC accounting procedures for balancing a business or personal account do not vary from state to state!
Without reconciling the accounts monthly the City Manager could not present to City Council, the Mayor, or the Citizens an accurate and truthful report on the cities finances. This absolutely begs the question "What were you thinking Mr Joslin"? Perhaps time well spent for you in some Adult Continueing Education Courses: specifically Basic Accounting and English Grammar 101.
