The Wilson County Clerk's Office is accepting applications for a full-time clerk. Qualifications: Must have two (2) years office experience dealing with the public, be computer literate, use a 10 punch adding machine, and be able to use a typewriter. The Floresville Independent School District is accepting applications for Grounds Maintenance Worker. Terms of employment: 260 days, 5 days per week, 8-hour workday per year; hours may be modified based on changes in mission requirements. Primary purpose: To help maintain the physical school plant in a condition of operating excellence so that full educational use of it may be made at all times. Education/Certification: License requirements, Texas Motor Vehicle Operators License, Structural Pest Control Board Technician Pesticide License. Special Knowledge/Skills: 1. Good knowledge of the operation, trouble shooting, repair and maintenance of ground maintenance equipment. 2. Must demonstrate good mathematical calculation skills and reading comprehension skills. 3. Good knowledge of safety precautions to avoid injury to himself and other. Experience: Prior lawn care experience or grounds maintenance experience in an educational institution or environment. Interested applicants will need to apply online at www.FISD.us.

WOW!! The report and responses indicate a FUNDAMENTAL case of gross incompetence and an embarrassment to the City of Floresville. Didn’t they just give Joslin a pay raise? Below is the shortened or USA Today version of the Material Weakness Report. I think it could be easily used for his appraisal report or preferably his termination. Further, if I was him, I would fine a proof reader as his responses indicate a lack of Fundamental English composition. What High School did he graduate from as they obviously were just passing a problem on?

Below are the Major (Material Weaknesses and Significant Deficiencies) and Subheadings in the Report (Verbatim):

1. Material Weaknesses:

A. City's accounting structure: There is a fundamental misunderstanding of how a fund structure works in governmental accounting.

B. Bank accounts and transaction processing: There is a fundamental misunderstanding of how the City's chart of accounts is designed and how transactions should be recorded within that structure.

C. Monitoring: As a result (Because the City did not have the fund structure), the City's General Fund has a deficit fund balance of $166,385 at September 30, 2011.

2. Significant Deficiencies:

A. Segregation of Duties: During the year, too many incompatible functions were concentrated in a single individual.

B. Cash: The City carried a bank account on the book that did not belong to the City, and another cash account was identified that was not on the books and should have been.

C. Investment Policy: The City has no investment policy as required by the Public Funds Investment Act (PFIA).

D. City and 4a Operated Concessions: The City should become aware of its responsibilities to other governments.


Final note: Didn’t the Mayor who makes questionable statements say there were no deficits? The man is either a liar or another incompetent politician. I say shame on both of them. They both have soiled their own name and reputation as well as the City of Floresville.
