The Mayor and City Council approved the presentation of the Petition signed by nearly 10% of the registered voters of the City of Floresville at last night’s City Council Meeting. It occurred without much fan fare or comment by little d. In fact the City Secretary was not in attendance and little d read her memorandum on the subject.
Not addressed by the City Council was what are they going to do now. The notice of intention to issue Certificates of Obligation on May 14th was not addressed. The City did NOT withdraw their intention to issue Certificates of Obligation nor did they order the election. This will require an ever-vigilant electorate.
Other items of note from last night’s City Council Meeting –
Meeting minutes approval:
Strangely enough there were minutes from the June 11, 2012 Special City Council Meeting where there was no quorum as Gomez, Castillo and Flores did not show up. However, when the vote was taken to approve the minutes of this meeting BOTH Castillo and Gomez voted nay! Little d had to break the 2 – 2 vote to approve the minutes. How can someone who was not present vote against approving the minutes of a meeting they did not attend! Also, an approval of the Minutes of the Special May 31st meeting was tabled. This is the meeting where the audit was presented. Hmmm
Andy – In addition to the need for remedial grammar and spelling classes I might suggest that you enroll in an introductory government-contracting course. It is the JOB of the City Manager to vet the proposals and then present options to the City Council. It is NOT your job to choose a provider and then tell the City Council and the Citizens what you have done! That is clearly stated in the City Charter as are the requirements of the City Manager to develop a 5 year plan that is updated annually and to keep the City Council informed as to the financial condition of the City. Oh yeah, your have yet to do those either.
Furthermore, this entire issue of a new trash and refuse contract will be significantly delayed due to Gomez and his oversized mouth! I noted almost all of the bidders were on the phone to their attorneys as they were leaving the Council Chambers.
The City’s legal counsel stated that there had been 5 submissions, one did not meet the requirements and 4, count them Weasel, 4 (that’s all the fingers on one hand less the thumb), that were being considered. As you attempted “to tell us”, you stated that only 3 were being considered. How many proposals are really being considered? As you continued you also stated that . . .
Several times during your rant (I say rant because you provided absolutely No Information to the Citizens and only gave cause to the bidders to contest any award the City may attempt) you continually referred to the one that you would be doing business with. Then you spoke of one-on-one conversations that YOU held with the bidders.
I might suggest that the City take our current provider up on his offer for a 90-day extension, maybe even longer, because the courts are going to decide this one. Also you had better advise Andy to fluff up that budget line item for Legal and Professional Fees. I wonder if little d will call you out for costing the taxpayers money?
I would also advise you remove the words “I’m Telling You” from your limited vocabulary. For a member of the City of Floresville City Council (our representative form of government) to repeatedly speak those words to the Citizens in attendance of the City Council Meeting is offensive and vulgar.
And lastly, if you really want to drive a garbage truck, there are a number of companies already in the business that are currently hiring. I would be more than glad to get you a telephone number to call.
The City of Floresville DOES NOT NEED TO BE IN THE GARBAGE BUSINESS.
