The shortfall of the funds to the Social Security Trust
Fund caused by the payroll tax reduction is being
replaced by funds from the general fund. Since I began
paying social security taxes in 1949, my taxes have
gone up 21 times. The present tax rate was reached
in 1990 and has remained static for over 22 years.
The funding problem is not with the temporary tax
reduction but resulted from all present beneficiaries
paying at a reduced rate when compared to present workers. In most cases, this reduced rate existed for over half of their working careers.
