Alicia Pierce, a spokesman for the Secretary of State's office said today, "There is no obligation to establish residency through voter registration."

She also said that because Floresville is a home-rule city, that issues related to a candidate's qualifications would be resolved by the city's charter.

According to charter Section 3.02, "Each member of the City Council shall be a resident of the City of Floresville, shall be a qualified voter of the State of Texas, shall have been a resident of the City of Floresville for a period of not less than one year immediately preceding his election, and shall not be delinquently indebted to the City of Floresville ..."

Therefore, given the Secretary of State's office's stance and the charter's stance, Miller is qualified.
