William J. Gibbs Jr. WCN August 23, 2012 4:35pm	City Attorney Louis T. Rosenberg, at 4:59 p.m., sent an e-mail message to the Wilson County News. The message included a copy of an advisory to the Fourth Circuit Court of Appeals, which states, "...the court is hereby advised that the relator James B. Miller will be placed on the Floresville November election ballot for Place No. 1, for which he applied, and [sic] accordingly this matter is moot."
