 		 To the Citizens, Business Owners, and Taxpayers of the City of Floresville:

Now that this issue of being on the ballot in November is closed we can move on to discussion of the issues. I am now, officially a candidate for Floresville City Council, Place #1 and it is my hope that the voters of this City will consider me based on what I am going to do and not name alone.

My agenda for the City of Floresville is based upon Respect, Financial Accountability, and Transparency.

RESPECT – Not the respect of government but the respect of our Country, our State, and most importantly, respect of the citizens to whom this City government is responsible.

1. I will propose a standing order that the Pledge of Allegiance to the United States Flag and the Texas Flag is recited in all public meetings of the City of Floresville.

2. I will propose a standing order that Citizens Input for Agenda and Non Agenda Items is component of ALL public meetings of the City of Floresville.

FINANCIAL ACCOUNTABLITY – As the City of Floresville has seen significant growth and is projected to grow by as much as 25% over the next five years it is a paramount requirement to plan for the infrastructure improvements needed for this growth.

3. I will initiate a resolution to immediately freeze all City spending on all but essential City services (water, sewer, streets and public safety).

4. I will initiate a resolution to direct the City Manager to submit a comprehensive 5 year plan for all City departments that includes requirements, timelines, costs, and funding sources.

5. I will initiate a resolution to direct the City Manager to submit a comprehensive 10 Year Master Plan for the City of Floresville, based upon the recommendations of M&S Engineering, that includes requirements, timelines, costs, and funding sources.

6. I will initiate a standing order that requires the City Manager to submit a complete, current, financial report at each regular meeting of the City Council.

7. I will appoint qualified and competent members to the Floresville Economic Development Corporation (4B Corporation).
a. I will propose a resolution that directs the Floresville Economic Development Corporation to limit their financial support to business development that results in the creation of Primary Jobs.
b. I will propose a resolution that directs the Floresville Economic Development Corporation to function autonomous of the City of Floresville with quarterly reporting to the City Council.

8. I will appoint qualified and competent members to the 4A Corporation.
a. I will propose a resolution that directs the 4A Corporation to seek out a private entity to operate the Floresville Event Center with profit sharing to the 4 A Corporation.
b. I will propose a resolution that directs the 4A Corporation to develop a debt repayment plan.
c. I will propose a resolution that directs the 4A Corporation to function autonomous of the City of Floresville with quarterly reporting to the City Council.

TRANSPARENCY – All activity of the City of Floresville should be visible and understood by it’s citizens as well as by the elected and appointed officials. All actions of the City Council should be understood by it's Citizens.

9. I will propose a standing order that every document, financial statement, report, resolution, ordinance, meeting minutes, etc., (Draft or Otherwise) be immediately posted on the City’s web page. This includes any and all documents for consideration at any public meeting.

10. I will not allow a vote on any item without the issue being completely presented, understood, and all questions answered.

These are my commitments to the Citizens of our City, and I ask for your vote in the General Municipal Election in November.
