How does a city attorney on the mayors behalf sue the the city isn't it a conflict of interest? Doesn't the city attorney represent the taxpayer's and city council he sued? How can an attorney file a frivolous lawsuit against the people he's paid to give legal advice to concerning city government issues? Or does he only represent the mayor?
