It is interesting that Joslin has chosen to complain under section 3.08 of the City Charter which reads:

3.08 CITY COUNCIL NOT TO INTERFERE IN APPOINTMENTS
Neither the City Council nor any of its members shall direct the appointment of any person to
office by the City Manager or by any of his subordinates. Except for the purpose of inquiry, the
City Council and its members shall deal with the administrative services solely through the city
manager and neither the City Council nor any member thereof shall give orders to any subordinate
of the City Manager, either publicly or privately.

This is interesting as Joslin was directed by the city council to hire the current Chief of Police who was not the candidate recommended by the outgoing police chief or the independent review board. No complaint about the interference of those council members, and since he has even given a job to one of those former council members.

While city employees maybe afraid to speak out against Joslin, with good reason, it is also known that city employees are expected to cater to city council members, past and present, that are in Joslin's camp.
