There is a reason personnel actions, discussions, decisions are held in executive session.

Because the mayor or some other councel member doesnt agree with Jim, that doesnt make it ok to expose the city to further liability by publishing personnel matters in the paper. Jim's job is to influence his peers to agree with his point of view through discussion and the sharing of opinions and facts. If Jim is not getting cooperation, I view it as his failure. The decision to take his case to the newspaper is reckless and shortsighted.
