The city was ill-prepared because those in charge had no common sense and were irresponsible. Too dumb or lazy to properly keep the city's books to know where they were financially, and arrogant about it to boot. Under proper management the city should be in great financial position due to the Eagle Ford activity and the increased sales tax flow. To place the blame for the current financial fiasco on Eagle Ford tells me something about this mayor's intelligence quotient also.
