Melony, that's free enterprise. The price of rent is not something our government can control; it's simply a function of a landlord charging what he or she thinks the market will bear. I agree, this doesn't make it right, but that's the situation.

There's plenty of government-subsidized housing in the area, in which tenants' rents are pro-rated based on their monthly income. Maybe check with your local housing authority to see if you qualify. The ones in Wilson County actually are pretty decent, as far as "projects" go.
