Qualifications: Must have two (2) years office experience dealing with the public, be computer literate, use a 10 punch adding machine, and be able to use a typewriter. Facts

How a bill starts out and how it finnally ends up and is signed into law by the President are two entirely different things. The last bill is the only one that counts.

For example, when social security first started it was meant for only a small part of our citizens ... mainly farmers who reached their golden years and weren't able to support themselves fully. It also did not tax all citizens to pay for it. But, it finally ended up as an 'everyone pays and everyone receives' benefits. That's the only bill that counted and was signed by FDR. What went on in between was insignificant.

So, you're wasting your time starting at the foundation of legislation. Go for the meat!
