TOC, I think there's hardly a comparison between a mom and pop restaurant and one that basically is the McDonald's of seafood. You should expect to pay a little more for seafood by virtue of your geographic location -- you're nowhere near an ocean and it's a couple of hours to drive to the Gulf of Mexico.

Any seafood you get has to be trucked in, which costs money. Plus, as a single-location restaurant, they wouldn't be able to buy in bulk or to have the same buying power as one that belongs to a chain.
