An increased tax base should, but if the county can't get it done through mismanagement or too low of a tax base, you are left with only a few options if you see a resource you need being degraded from the arrival of a volume of people it was never designed to support. In my opinion the developer should have covered some of the infrastructure upgrade costs in the first place. That is common sense.
